We, the founders of Delta Institute of Public Policy & Procurement Research solemnly recognize the value for money (VFM), and it is therefore our belief that policy makers and the public whose accounts is usually impacted are integral stakeholders of public policies in making. Hence, each party must be kept on the loop throughout projects delivery, and this calls for transparency in its pure state. Otherwise, expert views and critical research publications should be made available for guidance for the purpose of having the public informed. South Sudan where the institution is based has embarked on the development of key infrastructures with high valued procurement contracts, and as such the country is counting the cost of nation building. Specification of these public projects and contents of eventual contracts are only known to a few policy makers and the other would-be stakeholders are left in limbo, regarding information sharing. Therefore, Delta Institute was established to cement the visible information gap and help in ensuring significant transparency through research publications as the country works on developing a system model for generations to come.
